EU4Digital Justice: EU and UNOPS partnership to strengthen Albania’s justice system
A new digital transformation project has been launched to enhance rule of law and support Albania’s accession to the European Union (EU).
Albania's justice system faces challenges, including outdated processes, fragmented case management, and limited use of technology. These issues slow down legal proceedings, reduce transparency, and affect public trust. As Albania moves toward EU accession, strengthening the rule of law through digital innovation is essential.
To address these challenges, the European Union has launched the EU4Digital Justice project called ‘Support to the Rule of Law through Digital Transformation’. With a budget of €7.5 million, this four-year initiative, implemented by UNOPS, will introduce a modern, unified case management system for the prosecutor’s office. It will also implement data analytics tools to support evidence-based decision-making and improve interoperability between judiciary institutions.
“The EU4Digital Justice project represents an important milestone in the process of establishing a well-functioning case management system for the judiciary in Albania, which is an essential requirement in the accession negotiations under Cluster 1,” said Silvio Gonzato, EU Ambassador to Albania
“The pace in the achievement of this goal is strictly interlinked to Albania's EU future membership. A modern and digitalized case management system will help Albanian judicial institutions to improve their performance,” he added.
Through this project and thanks to the overall EU support to Albania’s justice reform, we want to give Albanian citizens access to quality and efficient justice.
By streamlining digital processes and strengthening institutional coordination, EU4Digital Justice will make legal proceedings more efficient, transparent, and accessible. The project will also enhance the capacity of the Information Technology Center for the Justice System to lead Albania’s digital transformation efforts.
“We must not forget that a few years ago, no one could have imagined such a profound transformation from the classical mentality of the investigative and judicial process towards a digital mindset of justice,” explained Ulsi Manja, Minister of Justice of Albania.
“Today, we are implementing an accountable, transparent and efficient justice system, with high monitoring capacities and the best digital tools,” he added.
“The world has already entered the digital era, characterized by rapid technological development, so the challenge of this project will be not only to establish an efficient and effective management system that responds to current needs, but also to look towards the future, enabling its effectiveness for a long period of time,” added Mr Olsian Çela, General Prosecutor of Albania
These improvements will directly support Albania’s judicial reform, ensuring faster, fairer, and more reliable justice services for legal professionals, civil society, and the public.
“With this project, we aim to create seamless integration of systems, processes, and data through digitalization in the justice sector. This will serve as the technological foundation to modernize the justice system, strengthen the rule of law and ultimately build greater trust in the legal institutions,” said Sabine Kania, UNOPS Country Manager in Albania and Kosovo.
